This group of signatures appears to have been produced as a printed pattern specifically to be applied to covers. It may appear printed in black or blue ink but the signatures, ink weight, and layout remain identical.

An Apollo 8 Earthrise photo with a printed "Apollo 8" and crew signatures beneath it on the mat. I've seen some variations of this with a larger photo and the printed elements arranged differently but the pattern of each individual element remains the same.
